Lieutenant General Russel L. Honoré served as 33rd commanding general of the U.S. First Army at Fort Gillem, Georgia. He is best known for serving as commander of Joint Task Force Katrina responsible for coordinating military relief efforts for Hurricane Katrina-affected areas across the Gulf Coast. He surrendered his command on January 11, 2008 when he retired from the Army. Lt Gen Honoré is sometimes known as "The Ragin' Cajun' ", although he is actually of Louisiana Creole background. On August 31, 2005, Lt Gen Honoré was designated commander of Joint Task Force Katrina responsible for coordinating relief efforts for Hurricane Katrina-affected areas across the Gulf Coast. New Orleans Mayor Ray Nagin was quoted on a radio interview September 1, 2005, saying: "Now, I will tell you this -- and I give the president some credit on this -- he sent one John Wayne dude down here that can get some stuff done, and his name is [Lt.] Gen. [Russel] Honoré. And he came off the doggone chopper, and he started cussing and people started moving. And he's getting some stuff done." Stars and Stripes, the official newspaper of the United States Armed Forces, reported that Honoré had previous experience dealing with flooding at many Korean bases during monsoon season and supervised the installation of flood control measures.
A former senior police officer with the London Metropolitan Police, Tony Moore is currently the Associate Director of The Security and Resilience Group at that part of Cranfield University based at Shrivenham in the United Kingdom Defence Academy. He is involved in running courses on a wide range of crisis and emergency management issues and has spoken at a number of conferences around the world. He is a former Chairman of the Institute of Civil Defence and Disaster Studies and the co-editor of both Tolley’s Handbook of Disaster and Emergency Management: Principles and Practice (3rd Edition) and Jane’s Facility Security Handbook (2nd Edition). He has contributed to a number of books and has had over 40 articles published on crisis and emergency management issues
Peter Ryan is the Group Consultant for Critical Infrastructure and Resilience for Hyder Consulting. He is also the security adviser to the International Olympic Committee and was the principal security advisor for the Athens 2004 Olympic Games. He has recently been providing security advice for the 2008 Asian Games in Beijing and other national security projects in the Middle East. Prior to this appointment he was the Chief of Police (Commissioner) of New South Wales, Australia’s largest police force of 18,000 personnel. Based in Sydney, he was the overall commander for the security operation of the Sydney 2000 Olympic Games. Mr. Ryan has extensive experience in intelligence, counter terrorist planning and operations in the United Kingdom where he served in a variety of posts as a Chief of Police, and as a senior officer in London and other British police forces. He has been responsible for the security of the British Royal Family, sensitive government establishments and North Sea Gas Rigs. In Australia he was a member of the national committee dealing with counter terrorism.

In October 1998, Dr. Ruth David became president and chief executive officer of Analytic Services Inc., a not-for-profit research institute serving the national security, homeland security and public safety communities. She initiated a strategic focus on homeland security in 1999 and established the ANSER Institute for Homeland Security in April 2001, positioning the corporation as a leading contributor to this emerging national mission. Analytic Services currently operates both the ANSER business units and a federally funded research and development center sponsored by the Department of Homeland Security, the Homeland Security Institute (HSI). From September 1995 to September 1998, Dr. David was Deputy Director for Science and Technology at the Central Intelligence Agency (CIA).
Brett transferred to the City of London over five years ago and he was the Head of Counter Terrorism, and that includes the CT Section, Emergency Planning and Business Continuity, CBRN, Police Search Advisors and Architectural Liaison. His units undertook both overt and covert operations that are wholly intended to protect the City from terrorist attack. He was a member of two CT technology working groups for the Home Office Scientific Development Board. In this role, he was frequently asked to advise international organisations and governments including the US Congress, the European Government in The Hague and the Danish Parliament. Brett led on the London, national and international rollout of Project Griffin (a police/security professional initiative to identify hostile reconnaissance)
Richard McConnell currently leads the Security & Business Resilience in Euroclear, the world's leading provider of settlement and related services for domestic and international transactions in fixed income, equities and investment funds. In 2007 turnover exceeded 450 Trillion. Euroclear is designated as critical national infrastructure in Belgium, France, The Nederland’s and UK. Before working in the private sector Richard served in the Royal Air Force where he became Director of Security & Provost Marshal (RAF) after 30years experience of policing, counter intelligence and counter terrorist duties. His final military task was to create and lead the Defence Security Standards Organisation which is responsible for security accreditation of strategic information systems across all sectors of the UK Ministry of Defence.
Wolfgang Elsner studied law as well as politics, philosophy and economics in Heidelberg, Geneva and Oxford. He holds a doctorate in law. After university he did legal work for a multinational company before joining the European Commission in 1977. Wolfgang Elsner has had a long career in the European civil service. He joined as an Administrator in administration but soon moved to hold a wide range of posts in external relations, trade and a number of transport areas. Most recently he has taken up responsibility for land transport security and the transport of dangerous goods
Graduated from Copenhagen University with a law degree (1975) Michael Elmquist has spent his career in the field of emergency preparedness and humanitarian affairs. In the Danish Emergency Management Agency he advanced to the position as Head of Division, responsible for Governmental emergency preparedness. He worked 13 years at NATO HQ in Brussels, the last seven years of which as Director of Civil Emergency Planning. From 1994 till 2005, he worked at UN OCHA, leading 14 disaster relief missions and spending the last five years as Chief of the OCHA office in Indonesia. Now back in Denmark, Mr. Elmquist leads bilateral cooperation with the West Balkans and was project manager for the EU DANEX exercise in 2006.

Dr Duncan Hine Executive Director Integrity and Security Duncan joined IPS in mid 2007 and has overall leadership of risk, security and integrity for the passport service and the National Identity Scheme. Prior to this he held a number of roles at QinetiQ PLC. QinetiQ is the new identity of the Government Military Research Establishments, now floated on the stock market. QinetiQ works with many commercial companies keen to make use of the wide range of security and communication technologies developed for the military over the last fifty years. Previously, he was CEO of the Generics Group AG in Cambridge, which he helped to float on the stock market in 2000. Generics is famous for combining high technology consulting, on an international scale, with best practice in the exploitation of intellectual property through licensing and ventures. Duncan has a degree in Electrical Engineering and a PhD in control theory. He is a visiting professor in Computer Science at York, a Fellow of the Institution of Mechanical Engineers, a member of the BCS, and a Chartered Electrical Engineer.
After spending his first 3 and a half years in Scotland in the Education Department advising Ministers on Higher Education funding he moved in May 1997 to the newly formed Constitution Group where he worked on the Scotland Act and on establishing the new devolution settlement. Following promotion to the Senior Civil Service he was the first head of the new Scottish Cabinet Secretariat in the Scottish Executive and then had a spell as Director of Corporate Development. He became head of the Civil Contingencies Division in the Scottish Executive Justice Department in June 2004 and added policy on the Fire and Rescue Service to his remit in August 2005. The Fire and Civil Contingencies Division became Scottish Resilience in February 2008 – Ian is currently Head of Scottish Resilience

Dr Maurizio Barbeschi, Scientist and Senior Advisor on Health and Security to the Director of the Department of Epidemic and Pandemic Alert and Response (EPR), Health Security and Environment Cluster (HSE) of the World Health Organization (WHO). Dr Barbeschi’s role is to provide strategic coordination of the safety and security implications of the EPR departments' activities. Dr Barbeschi joined WHO in 2003 and formerly was an Inspector with the UNMOVIC (UN Monitoring and Verification Commission, the ad hoc commission of the UNSC on Iraq. He served in Iraq as a Bio-team member until war-evacuation in March 2003. He also was a Senior Scientific Adviser for the Italian National Authority (CBRN) and member of the Italian delegation to the Conference of Disarmament (BTWC, CWC), Australia Group, EU, Port and Airport Initiative, Major Events Support Group and for the Russian Disarmament (G-8 cooperative agreement)
Mr. Ferris began his career with Morgan Stanley in 1985 as head of their Multimedia Services Division. In 1987, he assumed management of IT support for the Americas branch offices. He was appointed co-head of the Market Data Group in 1990. In 1993, Mr. Ferris joined the Facilities Management Group where he managed the relocation to the Firm’s new headquarters at 1585 Broadway in Manhattan. He was appointed Vice President and Head of Property Operations for the Americas in 1995. In 1999, Mr. Ferris assumed the role of Head of Global Business Continuity Planning for the Institutional Securities Group. He assumed oversight of the BC program for the Integrated Securities Businesses in 2005. He was appointed an Executive Director in 2000 and a Managing Director in 2006.
From September 2004 Lt Col Pedro Banos Bajo lectured in Strategy and International Relations at the Higher College of the Armed Forces in Madrid, Spain. Previously to this from September 2001 to July 2004 he was the chief of G2X (security and counterintelligence) at the European Army Corps (EUROCORPS) in Strasberg, France
Andy is Head of Aviation Security with Virgin Atlantic Airways and has global responsibility for all aspects of the airline's security programme. Prior to joining Virgin, he was UK Security Manager and Lead Threat Assessor with DHL International, a position he held for seven years. Andy also has over seventeen years law enforcement experience and served with UK Customs, British Transport Police, the UK's National Drugs Intelligence Unit, the National Drugs Intelligence Service of the Czech Republic, and the Strategic Research Unit of the UK's National Criminal Intelligence Service. He is a Fellow of the Institute of Professional Investigators, and Member of the Emergency Planning Society.
Phil Rothwell has been Head of Flood Risk Management Policy for the Environment Agency for more than 3 years The Policy team steer the Environment Agency’s strategic approach to coastal and fluvial flood risk management. His team’s focus is on flood risk mapping, controlling floodplain development, social and environmental needs, research and development, biodiversity delivery, the Water Framework Directive, the Flooding Directive and the management of flood events and their aftermath. Prior to this he worked for 15 years with the RSPB in a variety of campaigning and policy roles, including coastal zone planning and marine conservation. As RSPB Head of Policy Operations he ran the water, agriculture, marine, planning casework and parliamentary lobbying teams. Before joining the RSBP, Phil worked in a variety of roles for the Nature Conservancy Council in Scotland, Wales and the north of England.

Andrus Öövel is the Head of the Border Security Programme, since 2001, when it was initiated. He is also the Chairman of DCAF’s International Advisory Board for Border Security. His task is to facilitate the process which should lead to effective and efficient, citizen oriented Border Security System in South East European countries like Albania, Bosnia and Herzegovina, Croatia, Macedonia, Montenegro and Serbia. Prior to joining DCAF, from 1995 to 1999, he was Defence Minister of Estonia. He also has extensive experience in border security since he created and was the first Commander of the Estonian Border Guard between 1990 and 1993.
ICET was founded in 1993 by Jan Vincent Meertens, a risk management expert. After 25 years of working in multi-disciplinary preparedness and response across the globe, Meertens is currently the executive director and senior expert in risk, crisis and disaster management at ICET. With a background in chemical industries management in Latin America in the early eighties, he developed the first foam protection system for a chemical tank farm in Central America. As a survivor of an eight-month hostage ordeal in Colombia, Meertens learned to understand the mechanisms of crisis management; lessons learnt the hard way helped him give shape to ICET. At ICET, Meertens has undertaken numerous international disaster management projects. He was a principal ‘from conception to implementation’ in two of the most prestigious projects ever executed in this field, viz, the establishment of an integrated emergency, multi-hazard response network for the city of Izmir, Turkey, popularly called AKS-110, and a similar system in 15 urban centers in Sri Lanka
Dr. Lisa Berger is an Associate Medical Officer of Health and a senior member of the pandemic influenza planning team at Toronto Public Health. She assisted during the management of the 2003 SARS outbreak in Toronto. Since that time, Dr. Berger has been engaged in addressing issues identified as a result of the SARS outbreak and the Commission to Investigate the Introduction and Spread of SARS in Ontario (the Campbell Commission). Dr. Berger is a graduate of the University of Manitoba Medical School and has completed post-graduate training in geriatric medicine and in public health. In addition, Dr. Berger works at a Community Health Centre in Toronto that provides primary health care services to an underserved population of youth; frail, homebound seniors; and adults with physical disabilities.

Before that he was the head of the research department and member of the Directorate at the Paul Scherrer Institute and previous to that he was deputy to the Director, then Acting Director of the Institute for Nuclear Safety Research at National Research Centre, Jülich. His main areas of activity include providing methods and data suitable to model, analyze and optimize complex systems/critical infrastructures in the energy, transportation and IT domain, and their interconnectedness regarding risk and vulnerability.
